Abstract
The wind borne hell of a hurricane is a potential threat facing the entire Eastern Seaboard of the United States. How prepared are coastal areas to meet this threat, to evacuate citizens, to protect property? The coastal City of Norfolk, VA sent a team of city officials to south Dade County in the weeks following Adnrew to observe the storm's destruction & develop recommendations as to how Norfolk could best defend itself against a disaster of hurricane proportions. This is a first person account of responsibilities code officials should be mindful of in a hurricane prone region.
