Reroofing: tear off vs. recover (Bulletin 223-RR-96)

To obtain a copy of a specific publication, users should contact the publication's publisher directly.

Abstract
In most cases, it is not necessary to tear off the old shingles before applying new ones. If a roof has only one layer of shingles, laying flat, and the decking is in good condition, a tear-off is not needed. This bulletin gives some examples of when the existing shingles will probably have to be removed.
