Roof management programs

Abstract
Roof management programs are used by private and public sector organizations in the U.S. to help assure that low slope roofing systems will perform as intended over their intended service lives. This report reviews that programs. Three general types of roof management programs are identified and discussed. For the most part, the structure and format of these programs have not been formally published. A notable exception is the U.S. Air Force program. The three types of roof management program currently conduceted are: total roof management which treats the design, construction and maintenance of new and existing roofing; new construction management dealing with design and installation; and manintenance management which considers the maintenance and repair of existing roofs. Four elements are considered essential to an acceptalbe roof management program: the roof system cirterion; quality assurance; quality control; and responsibility. In addition to the roof management programs that have been developed in the private and public sectors, several companies have organized to provide owners with total or partial roof management services. Although increased roofing costs associated with new construction and total roof management programs have not been studied, estimates for such programs range from increases to 5 to 25% above the costs for roof construction without management. Many individuals in the industry using roof management programs believe that improved roofing performance results and that the increased costs are justified.
