Abstract
Essential facilities (hospitals, fire and police stations, evacuation shelters) play a critical role during and after high wind events such as hurricanes. Damage investigations have documented the widespraed poor performance of roof systems on these facilities, which handicapped their functioning, endanged the lives of people within and entering the facility, and in many cases resulted in closing the facility for several days or many week after the event. Enhanced roof design is a key factor in increasing the performance of roof systems. This paper presents several preliminary recommendations for roof system (including the roof deck and covering), for both reroofing and new construction. By implementing these recommendations, the safety of people in and around the buildings will be increased, and the likelihood of significant operational imparment of the facility due to roof problems (including leakage) will be decreased.
