Final report of CIB task group 11 - Performance based building codes

Abstract
CIB Task Group 11, "Performance-Based Codes" was established in the fall of 1992, which the dual objective of providing a discussion forum and information exchange for those working on the development of performance-based building codes, and producing an outline of practical approach to perfomance-based building regulatory systems. The first meeting was held in 1994. Several key tasks for the task group identified at the meeting: documenting experiences; identifying needs of building and code users; identifying/developing strctures and frameworks; identifying methods of compliance with performance-based codes; identifying needs for education; and discussion of simple language structures. This report offers a review of approaches taken by some countries that have embarked on the difficult talk of developing and implementing performance-based building codes, and provides guidance on both conceptual and practical problems. It also offers recommendations on future CIB activities in this area.
