Abstract
The problem occurs with the roofing contractor, who may not be familiar with FM standards, installs the roof improperly. So, it is possible to start with the proper specs and materials, and, due to the roofing installer's lack of knowledge or inattention to detail, end with a roof that is unable to withstand a major windstorm or hurricane.
