President Biden releases budget proposal to Congress

On March 9, President Biden released his annual budget outline. Although this budget typically is dead on arrival in Congress, it gives members of Congress and voters insight regarding the administration’s priorities for the upcoming fiscal year. NRCA is happy to see the president proposes an increase of $43 million for Perkins Career and Technical Education Grants from the previous year and will continue to push for a robust increase during Roofing Day in D.C. 2023

Unfortunately, this proposal also increases taxes for many small businesses and NRCA members. The budget includes nearly $4 trillion in tax hikes for businesses responsible for most of the jobs and growth in the U.S., including more than 1 million small and family-owned businesses. This proposal harms employers’ ability to hire new employees, offer better benefits, and invest in the equipment and technology necessary to sustain their businesses and help them grow. Instead of raising taxes, the administration should work with Congress to lower taxes and make permanent deductions, such as the qualified business income deduction. These actions would provide business owners with some certainty following three years of COVID-19, slow growth, high inflation and supply chain disruptions.

Sign up for Roofing Day in D.C. 2023 by April 5!

Roofing professionals will gather on Capitol Hill April 18-19 to discuss the critical issues facing their companies and the roofing industry. And you know what? We’re making a big difference. So far, we have increased funding for career and technical education, advanced legislation that addresses workforce development needs and secured a strong buildings component in bipartisan infrastructure legislation.

This year, our Roofing Day in D.C. Advisory Committee, in consultation with industry partners, has picked three issues for Roofing Day in D.C. that unite the industry. First, we will present workforce shortage solutions, focusing on immigration reform, the Workforce Innovation and Opportunity Act and funding for Career and Technical Education Perkins State Grants. We will also support important funding for the Department of Energy’s Building Technologies Office and support the Main Street Tax Certainty Act, which makes permanent the tax deduction for qualified business income set to expire in 2025.
