NRCA sends letter to support resolution paving the way for tax reform

On Feb. 24, NRCA joined with more than 100 Main Street organizations in support of the House Budget resolution that passed Feb. 26 and paves the way for permanency of the roofing industry’s top tax priorities, which include the 20% qualified business income deduction for pass-through businesses; lower individual income tax rates; higher threshold exemptions on death taxes; and restoring incentives such as immediate research and development expensing and bonus depreciation. The letter argues that absent action, millions of Main Street businesses organized as S corporations, partnerships and sole proprietorships will see their taxes rise sharply next year. Taxes on these pass-through businesses will increase when they earn profits, invest and pass their businesses on to the next generation. The Senate also passed a narrower budget resolution targeting border enforcement, energy and defense. Leaders in Congress and the president now will shift their focus to the policy details within this resolution.

President Trump announces Reciprocal Trade and Tariffs memo

On Feb. 13, Trump signed a memo, Reciprocal Trade and Tariffs, which is the latest in a series of tariff-related actions the administration has taken, including the 10% tariff imposed on China Feb. 4 regarding imports of fentanyl; 25% tariff imposed on Canada and Mexico for border security and fentanyl and then postponed until March 4; and expansion of tariffs on steel and aluminum Trump announced Feb. 10, which are scheduled to take effect March 12. Additionally, the administration released America First Trade Policy Jan. 20, which directed agencies to prepare reports regarding various trade issues by April 1. We anticipate additional tariff announcements may occur around this time.

During this dynamic period of uncertainty, companies should take proactive steps to advance and protect their interests. For example, businesses should understand imports they rely on and their countries of origin; assess a range of potential effects on key suppliers and materials; and monitor the administration’s process for opportunities to provide analysis and data to inform the development of trade policy and potential alternatives.

DHS curtails extension of Temporary Protected Status for Haiti

The Department of Homeland Security has reduced a previous extension of Temporary Protected Status for qualifying individuals from Haiti from 18 months to 12 months. The current designation of TPS for Haiti now will expire Aug. 3, 2025, rather than the previously scheduled date of Feb. 3, 2026. Any TPS documents for Haitians, including Employment Authorization Documents, that currently have a Feb. 3, 2026, expiration date now will expire Aug. 3, and DHS indicates employers must update their records accordingly. Individuals affected by this decision no longer will be authorized to remain in the U.S. after the expiration of TPS unless they can obtain alternative legal status. More information is available in the Feb. 24 Federal Register notice

In a statement, DHS Secretary Kristi Noem indicated “the TPS system has been exploited and abused” in the past and the original 18-month extension issued in 2024 was “far longer than justified or necessary.” NRCA has supported bipartisan legislation to provide long-term holders of TPS with the opportunity to convert to permanent legal status, but Congress has been unable to break the impasse over immigration policy to handle this issue. It is likely the DHS decision will face a legal challenge in court, but the outlook for any successful challenge is uncertain.
