President Trump issues broad array of executive actions
Upon taking office Jan. 20, President Trump issued numerous executive actions regarding a broad array of issues with a major focus on border security and immigration. He also issued executive actions to declare a national energy emergency, which will allow for the suspension of environmental regulations to expedite oil and gas drilling; establish the Department of Government Efficiency to identify areas to cut government spending; eliminate all diversity, equity and inclusion programs within the federal government; and investigate and review various trade practices, including the U.S.-Mexico-Canada Agreement. He also imposed a freeze of all federal regulatory activity until the new administration can review the policies of the outgoing administration, which is customary during any transition of power.
Trump’s executive actions related to border security and immigration—a central theme of his 2024 campaign—are expansive. These actions include a declaration of a national emergency and restarting construction of a border wall at the U.S. southern border; expanding deportations of undocumented individuals; providing for sending military troops to patrol the southern border; suspending the U.S. Refugee Admissions Program; terminating humanitarian parole programs; ending birthright citizenship for children born to undocumented individuals; and resuming a policy from his first term that requires asylum seekers to wait in Mexico rather than be admitted to the U.S. while their asylum cases are adjudicated.
Some of Trump’s executive actions will take effect immediately, whereas others will take more time to be fully implemented. Additionally, many of the actions will be legally challenged in the courts, and numerous lawsuits already have been filed in response to some of the executive actions. NRCA joined with allies in the Essential Worker Immigration Coalition to issue a statement urging the administration to work with Congress on a bipartisan basis to address border security and immigration reform in light of workforce needs. Congress approves the Laken Riley Act
Congress approved an amended version of the Laken Riley Act (S. 5), legislation to require the Department of Homeland Security to detain individuals who are unlawfully present in the U.S. and have been arrested for burglary, theft, larceny or shoplifting. The bill is named after a Georgia woman who was murdered in 2024 by an undocumented immigrant who had been released multiple times after being arrested in two states. The bill also authorizes state governments to sue for injunctive relief over certain federal immigration-related decisions or actions that affect their residents, which could greatly expand the influence of states regarding immigration policy. The Senate approved the bill as amended on a bipartisan vote of 64-35, with 12 Democrats joining all Republicans present to vote supporting the measure. The House approved the bill as amended by the Senate on a bipartisan vote of 263-156 Jan. 22, and President Trump is expected to sign the bill into law.
