The House and Senate have passed the Strengthening Career and Technical Education for the 21st Century Act (H.R. 2353), which was one of three issues advocated for during Roofing Day in D.C. 2018. President Trump is expected to sign the bill into law sometime during the next few weeks.
NRCA strongly supports the legislation, which is sponsored by Reps. Glenn Thompson (R-Pa.) and Raja Krishnamoorthi (D-Ill.). The bill will reform career and technical education (CTE) programs operated under the federal Perkins Act, which has not been reauthorized by Congress since 2006.
H.R. 2353 includes reforms and improvements designed to make CTE programs more responsive to employers' workforce development needs, such as:
- Expanding opportunities for work-based learning programs
- Strengthening incentives for the development of industry-recognized credentials
- Providing new opportunities for collaboration between employers and educational institutions to meet local workforce needs
Additionally, the bill increases authorized funding levels for CTE programs during the next five fiscal years.
