As the roofing industry’s workforce shortage becomes more severe, it is vital Congress pass H.R. 3897, the H-2B Returning Worker Exception Act.
This legislation would:
- Exempt workers who have been admitted to work in the U.S. on an H-2B visa during one of the past three fiscal years from the 66,000 annual H-2B cap
- Require the Labor, Homeland Security and State departments to create a single online filing system that would eliminate paper documents that can cause costly delays
- Require DOL to maintain an online job registry
- Include program integrity measures and increase the maximum penalties that could be levied against employers who willingly and repeatedly violate the program’s requirements
