NRCA issues Action Alert regarding H-2B legislation

As the roofing industry’s workforce shortage becomes more severe, it is vital Congress pass H.R. 3897, the H-2B Returning Worker Exception Act.

This legislation would:

  • Exempt workers who have been admitted to work in the U.S. on an H-2B visa during one of the past three fiscal years from the 66,000 annual H-2B cap
  • Require the Labor, Homeland Security and State departments to create a single online filing system that would eliminate paper documents that can cause costly delays
  • Require DOL to maintain an online job registry
  • Include program integrity measures and increase the maximum penalties that could be levied against employers who willingly and repeatedly violate the program’s requirements

NRCA urges all members to reach out to their members of Congress to advocate for the H-2B Returning Worker Exception Act.
